Dynamic Named Construction Manager for HUD CDBG-DR Restore Louisiana Homeowner Assistance Program

As a direct result of Dynamic’s strong past performance supporting Louisiana after the unprecedented storms and flooding in 2016, the Dynamic Team was again selected to support the state in the aftermath of the 2020 and 2021 hurricanes and floods. These six separate disaster declarations across 49 parishes included tornadoes, four major hurricanes, and severe storms and flooding. To respond to these incidents quickly and efficiently, Louisiana reinitiated its HUD CDBG-DR funded Restore Louisiana Homeowner Assistance Program to support individuals with home damage throughout the state.

Through this $1 billion program, the Dynamic Team works closely with all stakeholders including Louisiana Office of Community Development (OCD), HUD, Restore LA program managers, affected constituents, etc. to achieve project delivery. Our primary scope of work is to complete home rehabilitations and reconstructions based on program guidelines in an efficient, compliant, and timely manner. These tasks include identifying and resolving complex and highly regulated aspects of design and construction, codes, standards, Energy Efficient and Green Building certifications, historical preservation, supply-chain delays and shortages, materials lists, regularly updating pricing to reflect evolving local market conditions, and establishing CDBG-DR eligible scope line items for structural repairs. We are also supporting case management for hundreds of impacted households and leveraging our dedication to exceptional customer service to develop and maintain high customer service standards and protocols throughout project delivery.

Our goal in delivering this program is to not only meet expectations, but to exceed them. For example, Dynamic identified opportunities for improvement in the program’s design and delivery that we were able to quickly address and resolve for all contractors. In one case, Dynamic’s Team identified initial scoping deficiencies and our proposed solutions resulted in an immediate improvement in the accuracy of construction scope documents which in turn reduced the need for scope negotiations thus decreases the delivery timeline and overall costs.

When supporting complex and highly regulated federally funded emergency disaster programs, unforeseen events and challenges will inevitably occur. Our trifecta of experience across housing construction, federal program delivery, and disaster response and recovery allows Dynamic to address these challenges proactively, resolve them quickly, and provide positive outcomes for all stakeholders – just as Dynamic has demonstrated in the Restore Louisiana Homeowner Assistance Program.
