Rapid Housing Delivery for Displaced Families
Following Hurricane Ida, FEMA launched the West Park Group Site temporary housing development to shelter displaced families. FEMA entrusted Dynamic to deliver this $12.2 million project, which we completed in just 90 days, providing homes for 203 families.
Our role required:
- Precise schedule management and milestone tracking
- Coordination with FEMA, U.S. Army Corps of Engineers (USACE), subcontractors, and suppliers
- Proactive adjustments to overcome severe weather conditions and material shortages
From Farmland to Housing Site in 12 Weeks
Dynamic transformed a 54-acre sugarcane field into a fully operational community, managing all phases of construction. Our aggressive timeline included:
- Weeks 1–3: Site clearing, permit finalization, submittals approved
- Weeks 4–6: 40,000 tons of limestone spread for roads and housing pads; utilities and infrastructure work began
- Weeks 7–9: Sewer, water, electrical, lift stations, wet wells, fire hydrants, and road access installed
- Weeks 10–12: Final site amenities added, including hurricane fencing, privacy screening, bus stops, mailbox centers, dumpster pads, and three dog parks
Despite frequent thunderstorms and supply chain disruptions, Dynamic stayed on track through rapid mobilization and adaptive scheduling.
Problem-Solving in Real Time
Our feasibility analysis identified design challenges early in the program. For example:
- A bayou bisected the site, restricting resident access. Dynamic resolved this by installing culverts and building a new road and walkway to ensure accessibility
- Material shortages threatened delays, but we mitigated risks by recommending alternative readily available site utility equipment
By anticipating issues and adapting quickly, Dynamic delivered the site without disruption.
The Results
- 203 families housed in 90 days following Hurricane Ida.
- 54 acres of farmland transformed into a livable community.
- 40,000 tons of limestone spread for roads and housing pads.
- Full infrastructure and community amenities installed, including bus stops, mailbox centers, dog parks, fencing, and screening.
